Multiplication and Division by 20, 300, 4000 etc

Two design considerations here:
1.  Whole numbers and decimals should not be kept apart.  They are not distinct ideas!
2.  Multiplication and division questions of these sort are something that many weaker pupils find challenging.  This graphical process approach, is designed to break the steps up for pupils.
